Franklin Graystone is an independent project and business management consultancy based in Santa Monica, California, founded in 2024. We work under contract, directly with clients or as a subcontracted partner inside a larger firm, across project delivery, business operations, software, and funding strategy.
Leadership
Ty Cratic has spent 14 years in and around public sector finance, procurement, and program delivery. At the Cook County Office of the Chief Financial Officer, he directed a compliance framework covering more than 400 local government units and $2.1 billion in federal pandemic relief distributions, inside an $8 billion county budget. In Chicago city government, he managed ward budgets and served as the primary liaison between elected offices and city departments.
In clean energy and transportation infrastructure program management, his portfolio included $109 million in recent federal awards, among them $75.6 million in Federal Highway Administration grants for heavy duty EV charging depots, and the delivery of 258 public access chargers across West Coast freight corridors.
In 2026 he founded SoliContrax, a cloud platform for grant and proposal development, and built it from requirements through launch as sole engineer. The platform applies agentic AI workflows to compliance heavy drafting, with row level security, PII redaction, and multi tenant isolation designed in from the start.
